1. The Particulars of the Organization, Functions and Duties

Functions and duties of the Commissioner Industries, Rajasthan mainly are to implement, within  the state of Rajasthan the different policies, schemes, programmes, Acts & Rules enacted or framed time to time by the State Govt. of Rajasthan or by the Central Govt. of India for the industrial development in the state and upgradation of skills of the new to be entrepreneurs in the field of their self employment, along with this they may also be able to provide the employment to others. Detail for the purpose is given in Annexure-1 & 2

Department work through its 36 DIC’s and 7 Sub DIC’s situated in the Districts and Main Industrial Areas.

2. The Power and Duties of its Officers and Employees.                                          16 Functional Officers in the Office of Commissioner Industries and 36 General Managers appointed in the Distt. Industries Centres are working under the control & supervision of the Commissioner Industries with the Help of Subordinate and Ministerial Staffers.
At Govt. level the industries deptt. is controlled and supervised by the Secretary, Principal Secretary And ACS for industries deptt.
Name, Designations and the functions and Duties of the functioning officers and GM’s are enclosed herewith as Annexure-3.

3. The Procedure followed in the decision making process, including channels of supervision and accountability. Procedure for performing the functions and duties are prescribed in the departmental manual and in the related schemes, programmes, policies and Acts & Rules.
At Distt. Level the General Manager of the DIC is liable to implement the Departmental Policies & schemes etc. under the direct supervision and control of the Distt. Collector and Commissioner Industries, Rajasthan. Several Distt. level committees are formed according to the provisions of the schemes under the chairmanship of the Distt. Collector and the GM of the DIC is Member Secretary for these committees. 
Above the Distt. Level the several Committees works at State level under the chairmanship of commissioner industries and at Govt. Level the committees work under the chairmanship of Secretary or principal secy. industries.
Functional officers and GM’s works directly under the administrative and financial control of the commissioner industries, Rajasthan.
Any Industrialist or the person aggrieved from the decision of the Distt. authority or Committee can represent his matter to the Commissioner Industries for review or to put up to the relevant screening committee at State level as the case may be.                                                                                                                                                                                                                                                                                                    
 
4. The norms set by it for the discharge of its functions. The norms and procedure for discharging the duties for functional officers at commissionerate level and at District Level are already prescribed in the Departmental Schemes etc. and the

The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions. administrative and financial control under the provisions of RSR, CCA Rules, GF&AR and other Rule books and circulars framed and issued by the State Govt. of Rajasthan time to time.  
6. A statement of the categories of documents that are held by it or under its control. All the relevant documents relating to the work in the field of administrative, financial, planning, schemes and their implementation is maintained properly at DIC Level as well as Commissionerate level. The Few important categorized documents are as under-
1. EM I & EM II (At DIC’s)
2. Firm Registrations (At DIC’s & Commissionerate level)
3. RIPS Proceeding.
4. Lease Deeds(Related to Industrial land allotment)
5. Licenses relating to W&M and PCR (At DIC’s & Commissionerate)
6. Industrial policies and the record of the  different schemes.
7. Proceedings and decisions taken in several committees.
 
7. The Particulars of any arrangement that exist for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof. The particulars of the arrangement for consultation with or representation by the Members of Public in relation to the formulation of the policies, schemes, programmes etc. and for implementation exist thereof-
1- The representatives of the industrial associations, Members of Parliament, State Legislative Assembly and prominent public figures are generally the honourable  members  of the industrial committees at the Distt. or State Level accordingly to the provisions for the formation of committees and for the implementation of the policies.
 
8. A statement of the Boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public.

A. At the District Level under the chairmanship of the Distt. Collector the following Committees are formed for the implementation of the Departmental Schemes. The General Manager of the concerned Distt. Industry Centre is Member Secretary to call the meetings and hold the record of proceedings of  these committees. These Committees are –

1. Industrial committee.
2. Single window empowerment committee.
3. Rajasthan Investment Promotion Scheme-2010 Screening Committee.
4. PMEGP Selection Committee
5. Empowerment committee for the selection of NGO’s  for employment to the women through HHI.
6. Skill Development training programme Selection committee.
B. At State level the following committees and council are in existence-
1. Rajasthan Industrial investment promotion scheme 2010 state level screening committee.
2. Single Window state level empowerment committee.
3. PMEGP state level monitoring committee.
4. There is one state level council named as Micro, Small, Medium Enterprises Facilitation Council.

 
9. A Directory of its officers and employees It is enclosed here with Annexure-4. Annexure-4
10. The monthly remuneration received by each of its officers and employees, including the system of compensation  as provided in its regulations. The details of Basic pay, Grade pay and Scale No. are given in enclosed as Annexure-5. Annexure-5
11. The Budget allocated to each of its agency, indicating the particulars of all plans, proposed expenditures and reports on disbursements made. Budget Allocations are made by the Finance Deptt. of the Govt. of Rajasthan, Detail is given in Annexure-6-I, II.

12. The manner of execution of subsidy programmes, including the amounts allocated and the details of beneficiaries of such programmes. There are No Direct Subsidy Provisions exist in different policies and Schemes of The Deptt. Under the provisions of RIPS only the Eligibility Certificates are issued at District Level Up to the investment limit of Rs. 10.00 Crore and by the State level above the investment of Rs. 10.00 Crore Relating to Rebates Issued by The Taxation & Revenue Deptts.  of the State. Certain rebates are rationally released in the basis of Commercial Tax deposited by the unit.

15. The particulars of facilities available to citizens for obtaining information, including the working hours of a library or reading room, if maintained for public use. Yes, Each DIC has its own library along with this a big library is situated at Commissionerate.  Timings to open are office hours. Reading rooms are available for entrepreneurs and also for the Public. Annexure-9
16. The names, designations and other particulars of the public information officers There are 16 Public Information Officers are appointed in The Office of Commissioner Industries and All the 36 General Managers of the District Industries Centre are the Public Information Officers for the Purpose of The RTI Act, 2005. List is enclosed vide Annexure-10. Annexure-10
