What is MSME?

The Government of India has enacted the Micro, Small and Medium Enterprises Development (MSMED) Act, 2006 in terms of which the definition of micro, small and medium enterprises is as under:

Enterprises engaged in the manufacture or production, processing or preservation of goods as specified below:

 

  • A micro enterprise is an enterprise where investment in plant and machinery does not exceed Rs. 25 lakh;
  • A small enterprise is an enterprise where the investment in plant and machinery is more than Rs. 25 lakh but does not exceed Rs. 5 crore;
  • A medium enterprise is an enterprise where the investment in plant and machinery is more than Rs.5 crore but does not exceed Rs.10 crore.
  •  

    In case of the above enterprises, investment in plant and machinery is the original cost excluding land and building and the items specified by the Ministry of Small Scale Industries vide its notification No.S.O.1722(E) dated October 5, 2006.

    Enterprises engaged in providing or rendering of services and whose investment in equipment (original cost excluding land and building and furniture, fittings and other items not directly related to the service rendered or as may be notified under the MSMED Act, 2006 are specified below.

     

  • A micro enterprise is an enterprise where the investment in equipment does not exceed Rs. 10 lakh.
  • A small enterprise is an enterprise where the investment in equipment is more than Rs.10 lakh but does not exceed Rs. 2 crore.
  • A medium enterprise is an enterprise where the investment in equipment is more than Rs. 2 crore but does not exceed Rs. 5 crore.
  •  

    Rajasthan has 26.87 Lakh MSMEs and has created an opportunities for 46.33 Lakh employment with major thrust on growth of Women MSMEs (3,80,007 number).

    MSME Investment Facilitation Centre (MIFC) for Investors? Hon’ble Chief Minister, Rajasthan, in the budget speech 2015-16 envisioned setting up of MSME Investment Facilitation Centres (MIFC) to bring a paradigm shift in role of the state from being a regulator to that of a facilitator for achieving faster growth in MSME segment through intervention of technology. The MSME Policy 2015 further laid down the regulatory ecosystem and strategy for setting up of the MIFCs.

    Accordingly, the Department of Industries, Government of Rajasthan has set in motion the process to set up MSME Investment Facilitation Centres in the State on a Hub & Spoke Model. As a first, MIFC Centres have been established in 3 districts of Rajasthan at Jaipur, Kota and Jodhpur. MIFCs shall be extended to all 36 District Investment Centres (DICs) of the State with 2 designated MSME experts to provide assistance in applicability of schemes relating to his/her investment in Rajasthan, value of assistance using Scheme Calculator, assistance in International Collaboration, guiding in collating related documents to get through Bank loan, district wise sector analysis, Potential projects/ in related districts etc. to the Investors. The funds for this have already been allocated. State MSME Investment Facilitation Centre (MIFC) i.e. the hub has been set up at Udhyog Bhawan, Jaipur, Rajasthan.

    What is MSME portal?

    The Department has developed a fully integrated and well-equipped state of art MIFC Portal where MSMEs can provide all the latest information and apply for all approvals/ clearances online. MIFC Web Portal will act as a one stop solution towards implementation of MSME initiatives in the State.

    The primary objective of setting up of Investment friendly MSME portal are:

  • To sensitize and provide proactive hand holding & support to increase investment from Micro, Small and Medium Investors in Rajasthan.
  • To act as bridge between District Industries Centre (DICs) and MSME Investors in terms of expediting minor to major queries and provide speedy resolution or escalation of the same.
  • To introduce and promote participation of different phases of investors to investment in potential sectors in their desired districts in pursuit of further increasing employment opportunities in Rajasthan.
  • Create interest in MSME Investors by disseminating sectoral and district information within Rajasthan and abroad about the potential opportunities.
