CIRCULAR

Reg: Admissibility of consultation/visiting charges in cases of excess medical bills.

Attention is invited to para 2.5 (ix) of the policy of the Corporation for reimbursement of medical expenses prescribing admissible consultation charges circulated vide circular No. RFC/PA-23(10)/Vol.III/1997 dated 22.09.1995.

Not it has been decided that no consultation & visiting fees will be payable from the current financial year i.e. 2002-2003 in respect of claims exceeding the prescribed limit (i.e. Rs. 5000/- in general and Rs. 10,000/- in cases of hospitalization.)

All concerned are requested to take a note of the above and to amend the policy accordingly.

CIRCULAR

The corporation rules are silent with regard to grant of Casual leave to the retiring employees. Hence on the lines of the State Government the following rules are prescribed, regarding entitlement of the Casual leave for the retiring employees.

CASUAL LEAVE TO RETIRING EMPLOYEES.

i.) Ordinarily 15 days Casual leave is admissible to a Corporation employee in one year, however, in respect of an employee retiring during the course of the year, casual leave shall be admissible to the extent given below subject to normal rules.

(a) Upto 5 days for service of 3 months of less in the year of retirement.

(b) Upto 10 days for service of more than 3 months but upto 6 months in the year of retirement: and

(c) Upto 15 days for service of more than 6 months in the year of retirement.

ii.) This order shall not be applicable in the cases of death while in service.

iii) This order shall come into force with effect from 1.1.2002. Past cases need not to reopened.

The above provisions may be added at para 5.2.(f) of chapter PA-2 of RFC PG.

CIRCULAR

Reg : Tour Programme of B&C class employees of the Corporation

In partial medication in Circular No RFC F.PA-30(205)/348 dated 24.2.2001, the powers of CMD for approving the tour programme of B& C class employees except Drivers within the state are hereby delegated to ED. The powers for approving the tour programme of Drivers already vests with the controlling officers provided Driver is moving with his vehicle with his Controlling Officer within the jurisdiction of Controlling Office.

Accordingly, ED is now the competent authority to approve tour programme of �B� and �C� class employees except Drivers, within the State of Rajasthan, Henceforth approving the tour programme within the State for �B� and �C� class employees, except Drivers, the work �CMD� appearing at point no 6.2 (A)(a-5)(b-5),(c-4) & (d-3) of Part-A of Chapter PA-2, of PG has been substituted by the work �ED� , with immediate effect.

Also in partial modification of earlier orders, the powers for approving the tour programme of Drivers will be exercised by Controlling Officer provided �Driver� is moving with his vehicle with the written instruction of his Controlling Officer within the jurisdiction of Controlling Officer:. Hence the point No.3 appearing after the �note� in Chapter PA-2 ( Part-A-Para 6.2 ) of the PG will be as follows:

Drivers :

Tour programme of Drivers shall be approved by his Controlling Officer provided Driver is moving with his vehicle with the written instruction of his Controlling Officer within the jurisdiction of Controlling Officer.

The other provisions of the PG as given in Para No. 6 under the heading of � Tours� (substituted vide Circular No. RFC/PA-30(205) dated 24.4.2001) shall remain unchanged.

Reg: Compensatory of Casual Leaves(CCL)

The Board of Directors in its meeting held on 17.05.2004 has approved the following guidelines to grant compensatory casual leave to �B� & �C� class employees who are called on gazetted holidays for performing official work:-

Policy guidelines as approved by the Board for granting CCL.

a) �B� & �C� class employees who are called on Sundays and other gazetted holidays in exceptional circumstances for performing urgent work (viz. other than normal work allotted to them as per duty chart), may be allowed CCL for the day(s) he has been so called for, except in circumstances when the employees have been called for on account of imposition of some penalty on him. The CCL so earned by an employee would be in addition to the admissible 15 days casual leaves. The total CCL so granted to �B� & �C� class employees would be limited to 15 only in a calendar year. However, in exceptional cases, relaxation may be given by CMD. Employees who are called on Public Holidays/Sunday for official work as such would not be allowed reimbursement of any conveyance charges & additional pay.

b) The controlling officer would need to justify by issuing an explicit order in advance for justifying the exact reasons for calling an employee on Sundays or other Gazetted Holidays.

c) The CCL would be sanctioned by the same officers who are Competent to sanction CL and would be considered subject to the same provisions/rules on which CL is considered.

d) The CCL provisions would not be applicable over personal staff attached with officers.

All concerned are advised to take a note of the above.

In pursuance to the Board decision a new para on compensatory casual leave to �B� & �C� class employees who are called on gazetted holidays in exceptional circumstances for performing official work is added at para 5.6 of Part-A of PA-2 of in the Procedure & Guidelines, so as to read the same as under:-

Para - 5.6 : Policy guidelines for granting CCL

CIRCULAR

Reg : Reduction of interest on loans for Consumer Durable Articles from SJWF.

The Board of Directors in his meeting held on 17.5.2004 has decided to reduce the interest rate from 9% PA to 6% PA on the loans for Consumer Durable Articles (CDA) from the Silver Jubilee Welfare Fund. Accordingly, in partial modification to circular No. RFC/PA-30(106)/205 dated 10.4.1991 the interest rate for the loans for Consumer Durable Articles (CDA) from Silver Jubilee Welfare Fund has been reduced from 9% PA to 6% PA.

Accordingly para 13.1(i)(2)(c) of Part-A of PA-2 of PG has been substituted so as to read as under :

The rate of interest shall be 6% PA.

All concerned are advised to take a note of the above.

OFFICE ORDER

Guidelines on leave matters and for leaving headquarter are given in the PG at PA-2, Part-A, Para 5.

In partial modification thereof, following changes in approving authority for leave and headquarter leave permission in the case of Branch Managers and DGM are made as hereunder:-

1. All types of leave to DGMs at HO/Field, will be sanctioned by GM(P&A).

2. All types of leave (other than CL) to Dy. Manager(Incharge-Branch), Manager, at Branch & at other field offices, would be sanctioned by GM(P&A).

3. Competent Authority to approve leaving of headquarter by Branch Manager/DGMs, at HO/Field, while sanctioning leave (including CL), and during public holidays would be the CMD.

Accordingly the para No. 5.2(b), 5.2(f) and 5.5 of PG PA-2, Part-A at page No. 460, 461 & 462 shall be substituted by the following:-

Para 5.2(b): Casual leave to �A� & �B� class employees working Head Office will be sanctioned by the concerned Section Heads and the CL record shall be maintained in the respective sections. However, in the case of Dy. General Managers in HO and field offices such leave will be sanctioned by GM(P&A), (whose casual leave record will be maintained in HO(P&A Section).

Para 5.2(f): All type of leave (excluding CL) to DGMs at HO and field offices and Branch Managers/Managers in field offices/DM(I/C) would be sanctioned by the GM(P&A).

No leave would be sanctioned by DGM ( R ) to Branch Managers in continuation of their official journey outside the Region. Such leave will be sanctioned by GM(P&A) only.

Para 5.5: Competent authority to approve leaving of Head quarter by GMs, DGM at HO and field offices, Branch Managers, Managers at field offices and DM(I/C) while sanctioning leave(including CL) and during gazetted holidays shall be CMD. In case of all other officers/staff the permission for leaving headquarter will be granted by the authority competent to sanction leave.

Note: In case of urgency, such approval should be obtained by Branch Manager/DGMs on telephone from the Competent Authority. Further the Branch Managers/DGMs should also invariably mention their leave address in the leave application.

Revised guidelines for grant of leave and HQ leave permission were circulated vide office order of even No. dt. 18.8.05. In partial modification thereof, Casual Leave upto 3 days alongwith HQ leave permission, shall now be sanctioned to Manager (Branch)/ Dy. Manager(I/C) and also Managers posted in field offices and Incharge of Sub Offices by concerned DGM (R)/DGM(A&I). For more than 3 days the leave applications will be routed through concerned DGM for consideration of the competent authority.

Other guidelines issued vide office order dt. 18.8.05 shall remain the same.

Reg: Deductions from the medical reimbursement bills.

Attention is invited to para 2.8 of PG PA-2 Para-B on reimbursement of medical expenses prescribing admissible limits.

The Board in its meeting held on 15.9.2006 modified the provisions and decided that the deductions from the admissible reimbursement of medical claims may be made as follows:

i. In excess of Rs. 5,000/- (Rs. 10,000/- in case of Hospitalization) and upto Rs. 2.50 lac, deduction of 20% may be made in all cases.

ii. Maximum limit of Rs. 2.50 lac will continue and in special cases where bills beyond Rs. 2.50 lac, are received, minimum 50% amount will be deducted.

It is enjoined upon all concerned to take a note of the above and make amendment in the PG PA-2 Part-B Point No. 2.8 accordingly.
